Legislative History


In 2008, the BC Liberal government led by Gordon Campbell introduced Bill 33 – Miscellaneous Statutes Amendment Act, 2008, which amended the Public Sector Employers Act to establish a new framework for executive compensation disclosure. Those amendments form part of the reporting and disclosure provisions of the Public Sector Employers Act that the Public Sector Employers' Council (PSEC) Secretariat administers today.

The first executive compensation disclosures under this framework were released in 2008, and the requirement remains in place today.

Dataset


The British Columbia executive sunshine list applies to the CEO and next four highest paid executives with decision-making powers earning an annualized base salary of $125,000 or more for the following categories of employment:

  • crown corporations and agencies
  • post-secondary institutions
  • research universities
  • BC public service (ie core BC government)
  • K-12 school districts

The following fields are included in the dataset:

  • Employee Name
  • Sector: eg. health, school districts, crown corporations
  • Employer: eg. BC Hydro, Simon Fraser University, Vancouver School District
  • Base Salary
  • Total Compensation: Base salary plus: holdback/bonus, health benefits and pension contributions, vacation/sick leave payout, vehicle allowance, paid parking, severance/retirement allowance, professional dues, and administrative leave

Annual Thresholds


The threshold has remained at $125,000 of base salary since the inception of the disclosure.
