Legislative History
Newfoundland and Labrador's sunshine list was established by the Public Sector Compensation Transparency Act, introduced by the Liberal government of Premier Dwight Ball in 2016. The accompanying Public Sector Compensation Transparency Regulations define the public bodies covered and the compensation categories reported.
The disclosure applies broadly to all employees in government departments and a number of agencies, boards, commissions, health care bodies, educational bodies and Crown corporations.
Dataset
The following fields are included in the dataset:
- Employee Name
- Employer
- SubCategory: a subcategory of employment used by some employers
- Position: job title
- Base Salary: regular salary and wages
- Overtime: compensation for hours worked beyond regularly scheduled hours
- Bonus: performance or other bonus payments
- Shift Premium: additional pay for working evenings, nights, weekends or other non-standard hours
- Retroactive Salary: salary adjustments paid for prior periods
- RetirementAllowance: severance pay, ie. payments on retirement, resignation or termination based on length of service
- Other Compensation: compensation not included in the categories above
- Total Compensation: the sum of all reported compensation categories, excluding employer pension and benefit contributions
Annual Thresholds
The threshold is $100,000 of total compensation and has not changed since inception of the disclosure.
