Legislative History


Saskatchewan's Crown-sector payee disclosure originates in 2003 following guidelines established by the Legislative Assembly's Standing Committee on Crown and Central Agencies.

The reports are not prescribed by legislation but are prepared in accordance with the committee's Fifth Report, dated June 18, 2003. The disclosure categories and thresholds were further updated by Committee Minute No. 23 on September 29, 2005.

Dataset


The Saskatchewan sunshine list categorizes payees into the following sections:

  • A.Ministers and Ministerial Staff
  • B.Board of Directors
  • C1.Employees (Executives)
  • C2.Employees (Other): non-executives
  • D1.Grants-in-Lieu of Taxes: for municipalities only
  • D2.Other Grants, Contributions, Donations, and Sponsorships: includes operating and capital grants, and other payments made without receiving goods or services in return
  • E.Suppliers and Other Payments
  • F.Payment Information Excluded from Public Reporting
  • G.Payments To Which the Payee Disclosure Policy Does Not Apply

The following fields are included in the dataset:

  • Employee/Payee Name
  • Section
  • Renumeration:

    For section B: base retainers, honoraria and other compensation paid to board members, excluding taxable benefits.

    For sections C1 and C2: salaries, wages, salary holdbacks, payments in lieu of notice, vacation payouts and other taxable benefits

  • Out-of-Province Travel Expenses: applies to sections A, B and C1 only
  • Other Expenses: applies to sections A, B and C1 only, includes amounts for in-province travel and other costs incurred for corporation business

Annual Thresholds


Sections A and B have no reporting threshold.

Sections C1 and C2 report employees with remuneration of at least $50,000.

Sections D1 and D2 report payees receiving at least $5,000.

Section E reports payees receiving at least $50,000.

Sections F and G report payments of at least $50,000.

These reporting thresholds have remained unchanged since inception.
