Manitoba's sunshine list dates back to 1996 with the passage of The Public Sector Compensation Disclosure Act which required annual disclosure of public sector compensation of $50,000 or more. A 2018 amendment raised the threshold to $75,000, added disclosure requirements for political and technical staff appointments, and introduced a five-year inflation-indexing mechanism for the threshold.

The Public Sector Compensation Disclosure Act remains in effect today and is the basis for the continued disclosures.

Dataset

The Manitoba sunshine list applies to public bodies that receive a certain level of funding as described in the legislation. It also includes certain political staff appointees.

The following fields are included in the dataset:

  • Employee Name
  • Sector: eg. health, justice, government
  • Position: job title
  • Employer
  • Department Region
  • Reporting Year: year-end date of applicable year
  • Reporting Schedule: fiscal or calendar year
  • Government Department
  • Total Compensation: includes base salary and wages, overtime, bonuses, retirement/severance allowance, vacation payouts

Annual Thresholds

The threshold was $50,000 until 2018 when it changed to $75,000 from amendments to the Public Sector Compensation Disclosure Act. The threshold changed to $85,000 in 2023 and is reviewed every five years.
